Responsible Immigration Policy

This is just my opinion and a plan for creating a strict but responsible immigration policy. As much as liberals would like, the U.S. can't provide jobs and benefits for millions from Mexico, Central and South America and the tens of thousands from other places around the world. The problem is the lack of willingness to deal with political correctness and implement a plan and many times over complicate policies thus forcing nothing to get done. So instead of just talking I sat down and came up with a plan. It' s short and simple and should be effective. It's a four phase plan and must be implemented in phases, Phase I and II can be done simultaneously and only move on to phase III after I and II are completed then to phase IV when others are completed. We will start by making English the official language of the U.S.

*******************Phase I - Secure the Borders********************

Before we do anything about who's here we must stop the flow. This can be done!

-- First build the double layer fence approved by Congress. Use Eminent Domain if
necessary this was the purpose for it. Where building the fence is not possible use
helicopters to drop Vehicle barriers. Can be done in six months.
-- Use technology in the form of sensors, UAV'S, radar and High tech camera's.
-- Increase the equipment and manpower of the Border Patrol to the numbers needed to get
the job done efficiently and effectively.
-- Use National Guard and Reserves to supplement the Border Patrol by making the
administrative, processing and transportation as part of their active duty stints for MP's,
administrative clerks and transportation specialists. Give helicopter pilots their flight time
and training flying along the border scouting for intruders.
-- Coordinate military exercises with the border patrol where applicable, such as search and
rescue, mobilization, reconnaissance and other areas.

********************Phase II - Apply and Enforce Immigration laws********

-- Implement and enforce strict immigration laws.
-- Enforce strict employer sanctions for employers knowingly hiring illegals and employers
who unknowingly are multiple repeat offenders. Fines must be high enough to discourage
employers who think it would me worth the risk. Pull business licenses for repeat
offenders.
-- Use the worker verification program already in place to help employers.
-- No social, educational or status benefits for illegals. Emergency services only!
-- Sanctuary cities providing benefits will lose all federal funding period.
-- If there are no incentives for illegals they will return to their country of origin.
--Transportation can be provided for people with hard journeys home.

**************************Phase III - Citizenship***********************

-- We must simplify and speed up the process for worthy people applying for citizenship.
-- Applications must be made from country of origin through our embassies.
-- Coordinate with companies looking for skilled employees and match them up with
applicants with matching skills and allow companies to sponsor them.
-- The number of immigrants allowed should be matched up to job areas needing people.
-- All immigrants must pass basic health physical.

-- Citizenship requirements.

-- Must speak English within one year of entering into country
-- Must show they can support themselves within sixty days of entering country
-- Must pass basic level skills in math, reading and writing in English in first year.
-- No criminal record. If immigrants break any federal laws, immediate deportation.
-- Must renounce loyalty to country of origin, and assimilate into American culture
do not move into culture isolated neighborhoods and refuse to assimilate or be deported.
-- Highly skilled and more prepared applicants will be processed first. It will not be first
come first served. The more skilled and able to quickly assimilate and support themselves
people will be processed faster for admission while to work and live legally while
processing occurs.
-- Five year period for living and proving oneself then take citizenship test.
-- Once citizenship is attained only spouses and children can apply no other relatives period.

*********************Phase IV - Visa's and Guest Workers Programs**********

-- Visa's can be issued for visiting and Vacations up to 90 days. Exceptions can be made
for family emergencies on a case by case basis.
-- Visa's for education can be issued for the length of education degree program.
-- Education visa applicant must be reviewed at end of each semester for continued use.
Can not work while on Education visa, must be able to support self through own
finances or scholarship programs.
-- Visa's can be issued for needed high skilled workers request for short term projects by
companies doing the hiring. These visa's will not increase citizenship opportunities.
-- Diplomatic visa's will be arranged and issued through consulates.

*************************Guest Worker Program*******************

After the first three phases have been fully implemented we can establish a guest worker program to fill needed agricultural and seasonal work shortages. Applicants must apply from home countries through consulates and embassies. Because of location and the high volume of readily available workers we can set up extra work centers throughout Mexico for applications.

-- Guest workers will not be eligible for any benefits and can not apply for another visa.
-- Guest workers will not be allowed to bring family.
-- Companies hiring guest workers will be held liable for the workers actions.
-- Guest workers will be paid by production in agriculture and hourly for seasonal at least
minimum wage. Visa length will depend on season.

Guest workers will not pay federal, state, local income taxes, Social security or Medicare taxes and will not be eligible for benefits.

Guest workers will pay a flat tax of 7%

-- 2% to Federal government
-- 1.5% to State governments
-- 1% to infrastructure and border security
-- 1% to State education funds
-- 1% towards workers health insurance
-- .5% to local government

If all of these items are followed I believe our country will be much better off. Any suggested improvements welcome.

Bingo ...

Someone will probably post with some made-up numbers as to why your plan would not work. The only way to find out if something won't work is to try it. What this country is doing now certainly is not working. Also, in addition to Arizona and Oklahoma, it looks like New Mexico, Texas, Arkansas, Tennessee and Alabama are going to have some tough anti-illegal immigration measures on the ballot this November. If the feds can't handle it, I guess the states will have to.

Wow. I didn't have much of a problem with most of what you wrote until this part.

So how are you going to force "assimilation"? You're going to make immigrants watch football, eat Turkey, go to Church at gunpoint?

Every immigrant group, including the older European immigrants primarily coalesced around their own communities (why does the Midwest have so many Scandinavians?). Only after the second or third generations do these communities start to become fully assimilated into American society. I think you're a bit biased towards today's immigrants, who do not primarily come from Europe anymore.
